California Senate Committee Approves Labor Rights for 200,000 Domestic Workers

FOR IMMEDIATE RELEASE

Committee approves sensible clear guidelines benefiting domestic workers and employers

SACRAMENTO ­ Today the California Senate Labor and Industrial Relations Committee voted 5-2 in favor of AB 889. The bill ­ also known as the Domestic Worker Bill of Rights, extends basic, humane labor protections to thousands of nannies, caregivers, and house cleaners and improves the quality of care for California’s families.

Sponsored by Assemblymember Tom Ammiano (D-San Francisco), the bill now heads to the Senate Appropriations Committee for approval.

Co-sponsored by Assemblymembers Allen (D- Sonoma), Cedillo (D- LA), Ma (D- San Francisco), Fuentes (D-San Fernando), Ma (D-San Francisco), Monning (D- Santa Cruz) and Senator De Léon. The bill seeks to remove the exclusion of domestic workers from basic wage and hour protections which the vast majority of California workers already enjoy. The current exemptions for domestic workers are confusing and leave well-meaning employers vulnerable to liability. AB 889 sets industry-wide standards that will help keep the industry above-ground. Support the California Domestic Workers Bill of Rights in the Senate

The International Labor Organization signed the historic convention a week ago, setting global standards for Domestic Workers!   This means that after thousands of years of being considered “servants” or just “another member of the family,” domestic workers are now considered WORKERS, who merit rights and obligations like any worker.  Now our task is ensuring that our state and federal laws reflect the standards that have been endorsed by the global community.

The California Domestic Worker Bill of Rights (AB 889)  is the next step in making Decent Work for Domestic Workers a reality.  The AB 889 will put Domestic Workers on equal footing with other worker guaranteeing them basic provision such as:

  • Meal and Rest Breaks
  • Overtime Pay
  • Workers Compensation
  • Uninterrupted Sleep for live-in workers

On Wednesday July 6, our bill will be heard in the Senate Labor Committee.  Please contact Labor Committee Chair, Ted Leiu and the other Senate Labor Committee members and let them know that their support of AB 889 is critical in ensuring that these workers have the same basic protections as all workers and that California should be in stride with global worker standards!

Domestic Workers demand standards

In a room of over 200 domestic workers, employers, faith leaders, and advocates, the California Domestic Worker Bill of Rights campaign was launched earlier this month.  A.B. 889 Domestic Worker Bill of Rights would provide worker protections to housekeepers, nannies and caregivers and create standards in the industry to benefit families and homes across California!

Since the campaign launch, domestic workers have been busy raising awareness on the conditions of domestic workers and the Domestic Worker Bill of Rights that would finally extend basic labor protections to the workforce that makes all other work possible.

“I could not sleep more than 3 hours.  I would give my patient her medicine at night.  She had an intercom that she pushed. It was loud and you have to rush into the room. When sleeping I have to get up right away. It hurts your  mood.  It’s not good. You have to be patient with the people, but when you’re woken up it makes it hard.”

“We are human not robots or animals. Our patients have rules to taking care of them, caregivers should have rules to how to treat us.  This is not just for us, this is for our patients, for their homes.  When we are treated right, we are able to care for them the very best that we can.”

FAJ’s lead organizer, Katie Joaquin was recently chosen to be a Fellow at the Women’s Policy Institute (WPI) under the domestic worker justice issue. What an honor! WPI is highly respected for its goal of increasing the number of women involved in the making of public policy. WPI’s overarching purpose is to help in the development of policies in California that “reflect the needs and realities of low-income women and families.” (more…)
